NOTICE OF BOARD OF DIRECTORS MEETING: -
The next Monthly Board Meeting will be held on TUESDAY, JUNE 10, 2007, at 6:00 P.M. at the Burnt Store Presbyterian Church, 13300 Burnt Store Road, Punta Gorda, FL 33955. Please note that all Board of Director Monthly Meetings are held on the second Tuesday of the month.


ANNUAL MEETING - BOARD OF DIRECTORS AND BUDGET -
The next Annual Meeting was held on Saturday, October 13, 2007, at the Burnt Store Presbyterian Church, 13300 Burnt Store Road, Punta Gorda, FL 33955. An Annual Meeting Picnic was held in the BSLPOA Park immediately following the meeting with approximately 100 in attendance. The Budget and Carry-Over for the new Fiscal Year 10/1/07 thru 9/30/08 passed with 92% positive votes. The following candidates were elected to serve a 2-year term: James (Jim) Brown, Robert (Rob) Hancik, and Scottie Pitser. The new Board held a re-organizational meeting after adjournment of the Annual Meeting which resulted in the following: Jim Brown, President; Peg Varga, Vice President, Bill Fruit Treasurer, with Rob Hancik, Dave Chilcote, Scottie Pitser and Steve Steidel as Directors at Large. Areas of Responsibility were assigned as follows for the 10/1/07 thru 9/30/08 fiscal year: Jim Brown, Charlotte County Liaison, South Charlotte County Coalition, Long Range Planning; Peg Varga, Architectural Review; Bill Fruit, Mechanical & Maintenance, Boat Ramp; Rob Hancik, Beautification & Enhancement; Dave Chilcote, Safety & Security; Scottie Pitser, Lakes Quality; Steve Steidel, Communications. The entire Board has the responsibility of Community Standards.


NEW POLICIES -
IMPORTANT NOTICE: Please note that a new policy has been developed and approved by the Board of Directors regarding parking. Policy #17, PARKING, will go into effect June 1, 2007. In addition, Policy #3-B has been amended and becomes effective on May 1, 2007. Policy #3-B is a "CLEAN SITE PROGRAM" that addresses the condition of new home/condo building site maintenance conditions. PLEASE READ AND BECOME FAMILIAR WITH THESE UNDER THE "POLICY" SECTION OF THIS WEBSITE.


SOUTH CHARLOTTE COUNTY COALITION (SCCC) -
In June 2003, BSLPOA was notified that a coalition was in the process of being formed (South Charlotte County Coalition), of which we were asked to join. This coalition is comprised of several associations in South Charlotte County to serve as a group to work together for the betterment of all our associations, i.e., interact with Charlotte County and the City of Punta Gorda. As of now, the SCCC is comprised of eleven (11) communites, some of which are Punta Gorda Isles, Burnt Store Isles, Burnt Store Meadows, Seminole Lakes, Burnt Store Lakes, Pirate Harbor and Burnt Store Village. Rob Hancik, Board of Director, and Jim Brown, past Vice President, are representing us in this endeavor. We will keep you apprised of any developments that effect us here in the "Lakes".


NEW HOME BUILDING REQUIREMENTS -
Any property owner, INCLUDING MULTI-FAMILY BUILDERS, who plan on building a home, condominium, pool, house addition, or erect a fence in Burnt Store Lakes, MUST submit the proper documents for review and approval PRIOR TO APPLYING TO CHARLOTTE COUNTY FOR PERMITTING. The specific requirements may be obtained by calling the office (941) 639-5881. NOTE: As property owners begin the process of building a home in Burnt Store Lakes, please be aware that tile or metal roofs are required--asphalt shingle roofing materials are no longer permitted. Also, please note that effective April 1, 2003, a permitting fee schedule was instituted. This information is also available at the office. CHANGING HOUSE COLORS, ROOF CHANGES, DRIVEWAYS -
There have been a few incidences where homeowners have re-painted their houses (and driveways) prior to submitting their color choices to the Architectural Review Committee (ARC) of the Board of Directors for approval. If you anticipate CHANGING the color of your house, you must submit color chip (samples) to the ARC/BOD for approval. This also includes changes in roofing material and color as well as driveways.


COMMUNICATIONS - 04/15/2007
This is a newly created area of Board responsibility that has been assigned to Steve Steidel. Steve is doing extensive research in redesigning our website in order to make it more informative and attractive. Two new additions have been made to the "buttons" on the Home Page, i.e., Advisories and Newsletters. Periodically, an Advisory may be necessary to inform property owners of a potential "boil water alert", security issues, or most recently a problem with the electrical hand hole junction boxes. We now also have the capability of posting our Quarterly Review Newsletter online in PDF format, in addition to the regular mailing to property owners. A third item being developed is a comprehensive email system within the BSLPOA Office computer program to send out communications via this method. BOAT RAMP COMMITTEE - 04/16/2007
The Boat Ramp Committee Board liaison is Bill Fruit. Bill Welsch is the chairperson. He and his committee members are a very dedicated group of property owners that are conducting a thorough investigation into the feasibility and permitting of the project. As of this date, they are preparing a bulletin to update all property owners as to the status thus far. Upon finalization, it will be posted on the website.


MECHANICAL & MAINTENANCE COMMITTEE - 04/16/2007
Board member, Dick Kopsack, has been assigned this area of responsibility. Dick is overseeing our maintenance and mowing contracts, i.e., north and south entrances, our community park, as well as vacant lot/greenbelt/right of way mowing. The Board recently approved funds and awarded the contract to BTR Excavating in a continuing effort clean out and maintain proper drainage in several ditches and canal areas throughout the Lakes. Some of the areas address so far this season are Gull Pond area near Rabat Way, Eagle Lake between Contra Costa and Limegrove, Heron Lake between Mint and Sarong, Osprey Lake canal from Pennhollow to Vellum, Heron Lake canaly between Torreon and Alpenhorn. The area behind Acapulco along the banks of Bear Branch was cleaned of dead debris and brush. This is a large area to address, and work will be continuing on the San Ciprian side of Bear Branch Creek in the coming weeks. Drainage work is scheduled for an area between Malarky and Huancay as well as swale/culvert on Sagehorn, and one at Peppercorn and Acapulco. The mowers will begin the mowing of vacant lots, greenbelts and County right of ways around May 1st. The County has, at our request, brought in equipment to mow the right of way behind the guard rail near our Cape Horn entrance sign. The County is now working on clearing the ditch in front of Tract F along Burnt Store Road, and will continue to Bear Branch and work back towards Spoonbill Lake to clean up the banks leading into the Park. Thanks to Dave Prins and Joe Smith, who have volunteered to assist us with minor maintenance repair of broken lake signs, etc.


ARCHITECTURAL REVIEW COMMITTEE - 04/16/2007
The new home building activity within the Burnt Store Lakes Community has slowed down considerably. There are approximately 20 new single family homes currently under some phase of the construction process, and approximately 14 multi-family buildings in some phase of the construction process. These added to the existing homes, will bring the total number of built units to approximately 450--approaching the 25% building out of the 2040 lots. There are 47 single story duplexes under construction on Tract A & B at Cape Horn and Burnt Store Road that is named "Sunset Palms at Burnt Store". This will add 96 more family units to our community. In addition, "Harborside" at the corner of Boca Vista and Vincent will begin construction shortly (10 units). Villa Tuscany just received their Certificate of Occupancy on Boca Vista and began the ownership transfer process of their 10 condo units. Mr. Lombardi has started construction of 5 of his planned 11 six-plex condominium units on Acapulco.contiguous lots). Each of the new multi-family units will be in a separate condominium association. Burnt Store Lakes POA will be the Master Association, and each resident will be mandated to belong and subject to the assessments and adherence to the Deed Restrictions. Also of interest is that the owner of Tracts D & E, Charlotte Development Corporation, at the northernmost section of the subdivision along Burnt Store Road, is developing plans to construct some commercial buildings (retail, professional, etc.). This is in the early development stages and probably two years away. The Architectural Review Committee (ARC) is made up of volunteer property owners and has been extremely active in reviewing new home construction plans and especially the multi-family dwelling plans.


LAKES QUALITY COMMITTEE - 04/16/2007
It has been extremely challenging to maintain our lakes by controlling algae, grasses, and cattails. Scott Pitser is the Board liaison for the Lakes. The Lakes Committee has been divided into three sections as follows: Skip Robinson (639-6595) is chairperon for coordinating the littoral lake plantings program; Karen Fisher is chairing a group on methods to control or eliminate blind mosquitoes (midges); and Terry Tattar (505-7907) is the lake aeration coordinator. The three committees consist of approximately 20 dedicated property owners who are researching the options available to resolve many of these lake problems. They are working closely with our lake contractor. The maintenance of our aeration units are included in our contract. If any property owners notice a problem with any of the lakes and aerators, please call one of the three committee chairs, or the BSLPOA office.


BEAUTIFICATION AND ENHANCEMENT COMMITTEE - 04/16/2007
The purpose of this committee is to plan and recommend to the Board those actions that will improve the aesthetics of our community. Work has begun to improve the appearance of the round-abouts. Borings for water and electric have been completed, and wells are in the process of being dug. Lighting and landscaping will be the next steps taken to complete this project. Improvements to the Park are being developed with possibly putting in another pavilion. The enhancement our entrance at Cape Horn and Burnt Store Road is on hold with the County pending resolution of the right of way required as a result of the planned widening of Burnt Store Road. This committee is looking for additional members!!! LONG RANGE PLANNING COMMITTEE - 04/16/2007
The Long Range Planning Committee is in the process of reorganizing. This group of volunteers, as we all are, is looking further down the road and asking what we should be preparing for that will enhance the value and livability of our community. This is a big job, but required, as we continue to increase the number of homes in BSL. Updates will be posted as information becomes available. The Community's input is valuable and should be directed to the Committee through Dick Kopsack (639-8408), who is the Board liaison for Long Range Planning. SAFETY & SECURITY COMMITTEE - 04/16/2007
As many of you are aware, Burnt Store Lakes is growing by leaps and bounds! Along with this growth comes the added problem of safety and security. Steve Steidel is your Director assigned this area of responsibility. The two roundabout installations were designed to assist in traffic flow and speed. The recreational paths are an added plus for our residents to provide them with a safer area for walking, jogging, biking, etc. In addition, a Neighborhood Watch has been formed with Dave Prins heading up the coodination efforts, and also with the cooperation of the Charlotte County Sheriff's Office (CCSO). Magnetic signs were obtained for use on vehicles when our volunteers patrol the community. A log book is maintained to record any unusual sightings, etc. The Neighborhood Watch is the "EYES and EARS" of the community. Any unusual activity is reported to 911 for CCSO assistance. Special neon green tee shirts have been obtained for those on the "Watch" to wear during patrol--either by car, biking or walking (at a cost of $6.00 each, available by contacting Dave Prins). COMMUNITY STANDARDS - 04/17/2007
The area of responsibility for enforcing the Deed Restrictions, rests with the entire Board of Directors. It is never a pleasant task to take action against any property owner for violations of our Deed Restrictions. The Board of Directors makes every effort to take the "friendly" approach to bring these violations into compliance. As a reminder to those who are in violation, it is not "fair" to the majority of those who abide by the regulations. Please refer to the following (below) for more definitive information. If you have any questions, please contact the office or one of the Board of Directors. The Board has instituted new procedures for determining and enforcing deed restriction violations throughout the community. Policies have been and are in the process of being developed to further address various issues. Please continue to check the Policies Section of the website.


ENFORCEMENT OF DEED RESTRICTIONS - 04/18/2007
In order to facilitate a uniform procedure for responding to infractions and non-compliance, the following series of actions will take place in response to a confirmed violation: (1) Mail First Notice with reference to the area of non-compliance (list of specific violations and timeframe for compliance is in the BSLPOA office). For example: (a) Three (3) days for, but not limited to, parking of boat, trailer, RV, commercial vehicles and oversized signage. (b) Three (3) to ten (10) days for other violations, including but not limited to fencing, landscaping, roofing, issues. (2) Mail Second Notice to property owner with specific reference to possible legal action if matter not resolved with a specified time limit. (3) Turn the matter over to the BSLPOA attorney to initiate legal process to bring property into compliance. Since all property owners have agreed to the Declarations of Restrictions at the time of purchasing their properties, the Board of Directors feel these actions should not be required. Unfortunately, it is necessary to have a procedure for enforcing these Restrictions for those instances where violations occur, unless a specific waiver form (available at the BSLPOA Office), has been submitted and approved by the Board of Directors. The Board of Directors asks for your understanding and support of these actions. Only by actively enforcing our Deed Restrictions, can we continue to have a community that is desirable to others, thus enhancing the value of all property in Burnt Store Lakes. The Board of Directors believes this type of action is important and necessary to serve the needs of all property owners. It may be that, in the future, alternative means may be employed to assure the same result-property owner compliance with all published restrictions.


QUANTITATIVE GUIDELINES FOR DEED RESTRICTION ENFORCEMENT - 04/19/2007
The Declaration of Restrictions of PGI Section 21, Burnt Store Lakes Subdivision, sets forth the uniform restrictive covenants and restrictions upon the use and type of building and development of the said subdivision. The policy letters are developed by the Board of Directors and reviewed by the Association's legal counsel before publishing. To insure discipline and consistency is exercised by the BSLPOA Board of Directors while enforcing the various sections and policies of the restrictions, the following quantitative guidelines are to be adhered to by the Board: A letter will be sent to each property owner who allows the following Guidelines to be exceeded: 1) Dirty Roof: 25 percent of roof dirty, worn or otherwise damaged. 2) Yard Condition: 25 percent of yard in disrepair, i.e., weeds, bare Spots, or otherwise, not uniformly green, luxuriant, and well kept. 3) Exterior Paint: Home and fences shall not exceed 10 percent Deterioration in paint conditions. 4) General Conditions: No broken or cracked windows, doors, fences, or screens. 5) Construction Plans: No construction of any kind shall commence without proper plan submission or the Board will request construction to be stopped by County authorities. The Deed Restrictions and policy letters shall be enforced as written. The Board will review and vote on enforcement actions before any action is taken. APPROVED BY THE BSLPOA BOARD OF DIRECTORS ON MARCH 4, 2002


UNDERGROUND ELECTRIC SERVICE - 04/19/2007
New interest has emerged regarding installation of underground wiring in Burnt Store Lakes. A few years ago, some residents on Barcrest Road took the initiative and had FPL provide underground on their portion of the street at their own expense. Potosi Court has had underground wiring for many years. This was done by FPL, but abandoned on future streets due to the cost. At the present time, if underground is desired on a certain street, the cost would have to be borne by the property owner(s) and each location will bear a unique cost. This is determined by location of current service, whether the service is new or a retrofit, the distance required to run the service as well as transformer requirements. As a result of a recent community survey, there was enough interest to pursue further research. Frank Bishop has agreed to chair a special Task Force to look into the feasibility of the project. He has met with FPL and brought this information back to the task force for evaluation. The next step is to obtain "estimated" costs from FPL.
